Is this normal? Whenever I stop the brakes screech something horrible. Do I need new brakes?

Though I do not know which M brakes you have (could be band brakes, Oscar Lambert after market Disk, or IH disk)
Glaze breaking the disks with 80 grit, non-directionally, and roughing the metal friction surfaces with 220, also don-directionally. can reduce the squeeling dramatically. If this only works for a short while, and living with it is not optional, the following may assist. I find that NAPA (and others) sell Brake Quiet, or similar materials. Follow the directions for cleaning the surface so it sticks, on disc brakes it could go on the non-friction areas of the cover, and on the non-friction disk hub between splines and friction material, and on the edges of the expander. On band brakes, it could be used on the outside of the band, the inside of the drum, and the inside of the sheet metal cover.
It is a frequency absorber material that works like dampening a tuning fork with your finger.
Other opinions may vary, do not apply to friction surfaces or moving/sliding components at all.

Maybe, maybe not. Either way you will need to get into them to diagnose the problem. It could be that the linings have worn down to the rivets and you have metal grinding on metal. You should attend to this soon or you will be loooking for a good set of drums. Another less damaging (and I suspect more common) problem is oil leaking past the break shaft seal. When this happened to my H it squeeked and screeched pretty good untill I fixed it.
