shifter hole behind the clutch pedal on 45 farmal

My farmall came with this extra shift lever, that can be inserted into a hole just behind the clutch pedal. I have inserted it there but unable to shift the arm forward or backword. Looks as if it would be a high low range. Is there something I am doing wrong because it wont move. And I dont want to force it to hard. I have tried it with the tractor running and the clutch in. Maybe its better left alone. Any Ideas to what its for and how to use it? All advise is appreciated. Thanks

Behind the clutch pedal, on the left brake drum?

That would be the M&W "hand clutch" which allows you to stop the tractor without stopping the pto or the hydraulics. It's a clever but crude workaround for the lack of live PTO and hydraulics on early farm tractors. If you were baling along and picked up a big slug of hay, you could pull the hand clutch to let the slug feed through rather than pushing the clutch pedal and plugging the baler.

It's most likely rusted up from years of neglect. That's why the lever was removed. Parts are no longer available new, and good used parts are hard to come by. You might want to leave well enough alone.
