Maybe I am not the brightest guy in the world, but how do you remove the belt pulley from the PTO shaft. I removed the 2 bolts, I thought it might slide off. It won"t. Is it keyed? What am I missing?

If it is a taper lock there should be holes in the pulley that are tapped, and clearanced holes. the bolts you removed should have been in the clearanced holes. Screw the bolts into the threaded holes this will force the taper apart and release the hub from the shaft.

With a little persuasion, it should slide off. It is a compression fitting and those two bolts tighten the fitting as they are tightened. Try some penetrating lube and tapping with a hammer. With some prying it should come right off.
