Couple of things to do first. Pull the oil drain plug from the engine and have a look see what might be in there. If you find a bunch of junk up in there when you try to drain it pull the pan. Is the engine loose or locked up?? Either way I would fill the cylinders with tranny fluid to help brake things loose, the rings even if the engine turns are probably sticking to the pistons

If the oil fill cap is gone, and the tractor has been sitting outside, the first thing would be to drop the oil pan and see what's in there. If the pan has been allowed to fill up with rain water you may be in for some extensive repairs.

Before you invest in tires and paint, you are going to want to make sure that the engine has a very good potential to run. Is the motor loose, does it have even compression around 125 psi or so. After that get a oil filler cap and distributor cap, wires, and new plugs and try to start it. Start with the "heart" and work your way from there.

Hope you have deep, deep pockets. Unless it is a special tractor, forget it.that is why the person gave it to ya.
