Would Like to build a pulling tractor for 2000# class. Has to be 1959 or older. Any way to get more horsepower out of a cub engine ?

Not to provide a smart a$$ answer. The Cub only has a 60 cubic inch engine and the engine is not sleeved. There is only so much you can do to this engine. Also, the basic tractor weighs in under 1500 lbs, probably closer to 1200 lbs when stripped.

The easiest and cheapest thing would be to purchase another tractor with a bigger engine. Perhaps one with the C113 or C123 engine.

You also might want to consider other brands of tractors.

Easiest way is to turn up the rpm. can put governor weights and throttle spring from 154 in it to get more rpm. later ones also had stepped pisotns (require different head, or modified head) also had different cam and larger opening manifold.
