I'm not sure on the fitting sticking though the hood by the gas tank (my 1938 F14 doesn't have it) but it's either a pressure regulator or an antisiphon device, I think.

On the "gas only comes out on the 3rd for 4th crank" , that's normal. You do NOT want to run the carb dry if you can avoid it, because refilling the float bowl at hand-cranking speed takes a LONG time...

First thing I'd check is the float level. If the float is set too high, raw gas will run into the manifold. Also highly likely, if the float is waterlogged (pinholed, and full of gas) it'll set on the bottom of the bowl and never shut the needle valve off, and you'll get the same result.
