Your distributor may not be timed to No1 piston.
You need to bring No1 piston to TDC on the compression stroke. Once the piston is at TDC pull the distributor cap and look to see where the
rotor is pointing. It should be at the No1 plug tower, if it isn't pull the distributor and then turn the rotor to the No1 plug tower. Then reinstall the distributor. It's very easy to time it on the wrong stroke. We have all done it.

You may have the fireing order wrong. Also try this pull the air tube off the carb and hold your hond over the carb. It should suck on you hand pretty good if it doesn't then you have a problem with the valves of a leak in the intake some place

gary , have you checked your carb and manifold gaskets are good and tight? also check that you have compression at the plugs. also could be a bad or sticking float. RP

Yes this engine just rebuilt. I put in a carb kit from Case IH it had a diferent kind of needle valve. Pin and spring that goes in the middle of needle was not sure how to set it. Like I said everything is tight good spark and wired correctly. I was getting ready to pull carb but wanted to get somebodys opinion first.I thought if you have gas to the carb you get to cylybders when cranking. Thanks for your reply Gary

I did gas came out. I just pulled the carb it was full of gas. Why would plugs be bone dry if their is gas in the carb? Should I change float setting?

with the engine just rebuilt, double check top-dead-center. you could be 180 degrees off.
