I am putting together a Farmall B engine. There is 1 punch mark on the crank gear. when I match it to the 1 punch mark on the cam gear, the opposite side of the cam gear has 2 punch marks, which match the 2 on the gov gear. What bothers me is that the cam is in the #4 firing position instead of # 1. Is this normal?

When you have the timing marks on the cam and crankshaft gears mated to the correct gears you can install your mag or distributor with No4 piston at TDC. You will need to turn the rotor to the No4 position in your distribuor or mag.
Then install it on your engine. When you bring
No1 piston to TDC on the compression stroke the rotor will point to the No1 plug tower. That's why they have No1 & No4 stamped into the flywheel.
You can either use No4 sparkplug or No1 plug for setting your timing. You still have your plug wires in the same order on the cap. Hal

With the marks all lined up it better be firing on #1 that being the one closest to the radiator. You must have the dist-mag off 180deg if you think that #4 is firing. With these marks correct the timing mark on the flywheel will also be lined up with the pointer.

I don"t have the mag on yet. I am looking at the cam lobes. #1 is between ex & in & #4 is in firing position.

Rotate the engine 180 degrees and then look at the flywheel timing mark and your No1 piston should be at TDC. Another way to tell if you are on the compression stroke with No1 piston is to
check both valves on No1 cylinder. Both valves should be closed. Then this where you would install your mag or distributor with the rotor pointing to the No1 plug tower. Hal
PS: Once you have the head on and the valves adjusted put your thumb over No1 plug hole and have someone hand crank the engine until you feel compression and then look for the timing mark on the flywheel until it is aligned.

The camshaft rotates the opposite direction from the crankshaft.
