If the other guy's suggestions don't solve the problem, see if the throttle plate has ever been removed & put on upside down. Throttle plate has both edges chamfered on opposite sides of the plate where they meet the edges of the throttle bore. Second suggestion- check for binding in the governor to throttle tube[ it's adjustable].

I would say that the two bushing on the arms where the gov. spring goes are GONE , so if ya pull the side plat off the gov. and the spring just sorta flops around and the whole look big then they need to be rebushed . Now those bushings have to be made and i always use bronze also they must have a small chamfer on both sides . When i need one rebushed i have a friend that works on clocks and he has this neat littel machine shop in his basement and he makes them up and press fits them . He was having the same problem with his one S/MTA as we call it the old one as he has two and it would not ideal down well on nice sunny afternoon we got into it and i showed him what the problem was and i pulled the govener off and took it apart and we went to work an and hour later it was back on and working like a swiss watch so he now knows how to make them and just how i want them and has done a bunch for me.

Vacuum leaks, worn parts in the governor, worn throttle shaft in the carb, throttle linkage out of adjustment. All of these things can cause those symptoms.
