Governor, or carb, or the gaskets leaking. Take the carb bowl off,,, set the throttle to the lowest postion, reach up inside the carb, and try to move the butterfly,, if it moves without resistance, you dont have the tang lined up on the throttle shaft, or the tang itself is worn and the slack will cause it to do that. The butterfly, at idle postion should be held shut by the governor, (when the engine is off) any free movement, check the linkage,,,, make sure the vertical linkage inside the governor is in adjustment, if its out, it will idle when you first start it, but as soon as the governor activates, it wont go all the way back to idle, so, you make the adjustment, with the throttle in idle, and you adjust the rod until the butterfly is held shut tightly. Other possibles, can be a vacuum leak, but it would be more erratic running than idleing high,,,,, Hope this helps a little. ChadS
