A couple alternatives I’ve had success with:

1 – Remove the carburetor to give yourself some room to work. Also for safety remove the fuel line or swing it out of the way. Now heat the busted off section of elbow with a propane torch or a GENTLE acetylene flame. After letting the fitting cool back down use a small chisel to go after exposed end the fitting – hit it at such an angle so as to unscrew it.

2 – If #1 doesn’t work take a hacksaw blade (with the back side of the blade ground down if required to fit inside the busted fitting) and saw 3 equally spaced slots thru the fitting. Saw just enough so you can see the tops of the female treads in each slot. Then take a punch or chisel and use it to collapse the busted fitting inward onto itself. Finally fish the piece out with needlenose pliers.

Tip - When installing the new drain elbow or plug, Teflon tape (or Teflon pipe dope) to seal the treads and facilitate removal NEXT time!
