International 584 hydraulics/diff lock repair

I've got an International 584 with hydraulic problems in the PTO, 3-point hitch, and power steering (that I know of). I have a feeling that the parking brake was left on at some point, which may have fouled up the hydraulics, but I have been able to adjust it very far out and it does hold. The differential lock pedal is stuck on the floor, and I don't have any sign of the rear wheels being locked. When the PTO is engaged and I turn the steering to full left or right, it disengages the PTO until I back off on the steering a little bit. Is this normal? As for the 3-point hitch, the lift "bobs" up and down, dropping about 1" or so and then suddenly raising back up to the original height. This happens with lots or no load on the lift. I'm going in to investigate the diff at least, but hope to fix my hydraulic issues at the same time. Any suggestions on how far to go/what to replace (valves?) are appreciated.

Thanks for the info, guys. I've removed the lift cylinder and found scratches inside the cylinder and on the piston. Not sure how bad of a scratch can be taken out with emery cloth, but I plan to take it to my local hydraulic shop to get a more professional opinion.

As for the diff lock, one of the locking pins that engages the lock has been sheared, so I’ll be removing the differential as well, to go ahead and fix that while it’s down.

Hi Jason, for the pto trouble, the flow divider stuck on the plug end when you turn the steering in relief. Remove the big plug below the hydrolic filter, remove the flow divider valve and spring, make sure to replace in the same way. The end that stop to the plug is round and square, with a steel saw, make a small groove in the end of the flow divider. That will stop the suction lock, when the valve hit the plug. Your hitch made HIC-UP, the hitch piston have a leak by the O ring seal. Bernard le mécano Québec Canada

Hi Jason, how many times have you changed the hydraulic filter? How is the hydraulic fluid level, dose no harm to overfill dip stick level by 2 to 3 gallons.
My brother had a hired hand drive around with parking brake on, on his 684 but was lucky by changing hydraulic filter frequently the filter removed all the harmful bits. I believe that if the hydraulic filter becomes clogged there is a bypass mechanism that will allow the bad bits to go thru the complete hydraulic system.

Maybe Bernard Le Mechano will see your post and answer your questions as he worked at IH on many of these Doncaster build tractors.

Good Luck
