They have tubes in them now. Clean the rust, chemical derust paste, wire brush, and effort. If they are thinned to the point of small pin holes, or thin sections, they are better off recycled for scrap. When clean, I would use a two part epoxy paint and apply it several inches beyond the rust. They look ok painted hammer tone silver, or galvanized "color" paint. If there are rough spots, sand them befor painting. Thin rims will (have) blown the sidewall out making a terrible noise, possible bodily injury, and property damage. Been there seen the results. Rims are available rather frequently. Check Salvage yards, farm tire stores, and put a add on this site. 38" Rims from early John Deere are identical (color may vary from the IH silver) JimN

I have repaired rims that have rusted thru by grinding out a hole until I hit solid metal, then making a patch and welding it in. Grinding off the weld and you can't tell it's been repaired.

If the rim is rusty on the inside, clean it up the best you can and rap the insid of the rim with duct tape, this keeps the rust from cutting the tube.
