I dont think so, the way these vavles are setup, they bolt right to the resevoir and use orings to seal them, there almost no way to put them on wrong. The system usually works. About a month ago it did this and I worked the vavles a bit and it went away, today it wouldnt.

The valves are operated by a pressure demand signal from the third port in the valve. If the valve (any) is sending the pressure signal, the system will pressureize (as it is). this causes the deadheading as described in your post. It is not good. One of the valves is sending a wrong signal when it is centered. The diagram is important. Using a valve allows the pressure to be used, not deadheaded, thus the noise and laboring go away.. JimN

any ideas why it doesnt matter which valve I use? Now that I say that seems if one valve is deadheading the pump, then the other valve allows the pressure off the pump, it would alleviate it, just like using the culprit valve, which makes sense and would tell me why one has a better effect on it. Do they make rebuild kits for these valves and blocks?, or are they hopefully just orings which can be had locally. I have no problems with rebuilding them if I know I'm not gonna be spending several hundred dollars on rebuild kits. What are the other 2 blocks I described?
I have replaced the orings that seal them together and to the res a while ago, but havent taken the valves or blocks apart.

All the posts you've gotten is good advice, but I'd go with the regulator safety valve. For two reasons - 1) It's easy to remove the cover without removing the whole assembly from tractor. 2) It's the most likely culprit.
Safety valve could be sticking or, as previously mentioned, the orfice plug & screen may be plugged. At the least if this isn't the problem, then you can be sure it's in the valve(s). Send an email if I can be of help, been there - done that!

Since my main filter is toast (big hole in it), I'm sure the safety valve filter is clogged as well... Gonna do a thorugh clean job on this bugger!!
