The manifold has a hole on the bottom of the square part just above where the carb mounts
should it be there or is it suppose to be plugged.

As someone mentioned it is a hole for rain to get out. My F-12 H and M have them and I think all of them with straight up exhaust will too. They will blow a small amount of hot exhaust out when open so clean it with engine off or your fingers may get hot like mine did!. I just did mine the other day and I used a piece of wire. Don't use a drill bit, it it catches and breaks you may have a problem getting it out.

If it is a round hole, pretty much centered from side to side, it is supposed to have a 1/8" pipe plug in it. Otherwise you will have a serious vacuum leak. If the hole is sort of down in a corner, then it is a weep hole, and is supposed to be open. Actually there is supposed to be two weep holes, one each in opposite corners.

Not sure about an H, but our F-12 does. It's supposed to let water drip out if you forget to cover the exhaust. Less likely to run in engine if it drips out of the hole. But of course over the years this hole gets smaller and smaller because of rust, then eventually plugs up.
