Most likely a fuel flow restriction. Try removing the small pipe plug from the bottom of the carb bowl. You should get a continous, SOLID stream of gas flowing from the bottom of the carb. If you get only a dribble of gas look for a restriction. Possible causes:
- piece of junk plugging the fuel outlet at the bottom of the tank. (It's usually rust, but I've pulled leaves, pieces of gas cap gasket, bits of rag, etc from atop the fuel inlet at the bottom of tractor tanks...) - a kinked or dented fuel line
- if the steel fuel line has been replaced with hose, a partially collapsed hose
- a plugged or collapsed screen behind the fuel inlet fitting on the carb.
- float level set too high, or float binding in the bowl.
- the inline fuel filter you installed may be too restrictive (is designed for a system with a fuel pump, not a gravity flow system as on your tractor.) Also be on the lookout for an accumulation of rust etc. in the bottom of the bowl obstructing the high speed jet. Even if you cleaned the carburetor, fresh junk can get into it from a rusty fuel line, etc.
