I have a 49 C with a mag.I just had the carb redone by Dennys,it will start up when cold and the runs decent. When it starts too warm up it begins to sputter like it's on 3 cyl. When you let the clutch out in ahigh gear it sometimes coughs and dies"govener"?But the biggest problem is it does smoke some"blue" and when i shut it off and try to restart it won't unless i clean the plugs. If I fouled the plugs once will they just keep doing it?

You might want to search the forum archives for "Denny's"

Might have stuck rings. Hook it up to your plow work it hard all day & see if that cleans it out. Might try dumping a couple of cap fulls of Sea Foam or Marvel Mystery oil into the spark plug holes after you shut it off. Let that stuff soak in & work for a few hours, & run it some more. Then check the compression again.

Check the float in the carb. Might not be adjusted right, or have a leak in it.

Sounds like you need to try hotter plugs in it. Yes if you foul a plug out and then clean it they will foul out again. Sounds like it may need a rebuild on the engine if its fouling them as fast as it sounds like it does

Sounds like a coil or condensor has gone bad. When the tractor does this see if it still has spark. if not then there lies the problem. I would start with that first.
