dave, for the starting problem, spray the inside of the distrib cap with w-d 40 and let it drip dry. if there is moisture in the cap, wiping it out wont get it. wd40 will displace the water. get a set of autolite 386 or 3116 spark plugs from napa, gap em at 025. pull the old plugs, remove hose going to carb from air cleaner, choke off,fuel off, throttle wide open. crank it a couple times to clear the fuel out of the motor. put the plugs in, gas on, set the throttle just over idle, no choke and try and start it. if she doesnt pop, give her a quick shot of ether into the carb and crank it. if the spark is good, and timing correct, she should start. if the tractor has sat for quite a while, you may want to give each clyinder a squirt of oil from an oil can down the spark plug hole , crank it over a couple times, then put plugs in and try and start it. the oil will bring the compression up a little if the rings are dry.
