I pulled govener off to get at manifold and cleaned it. Found shaft that goes into crank case has some play, Is the shaft bearing replaceable? Should it have a little play when out of case?
On the out side where it meets the throttle fork
there is a bushing and a couple of washer they also seem sloppy on shaft is that OK? Thanks Oldiron29

Old Iron, The main shaft will have some play, but yes the bearing is replaceable. If you look in the block where you took out the governor you'll see a brass bushing just above the cam where the shaft goes into. Once it's in that bushing there should be no play. The bearing is 2.046" OD and .982" ID. Part number is IHC ST-208. You'll need to press it apart. I have mine apart now for bearings.

Now as far as the other piece having play. You shouldn't have hardly any at all. I have no play at all on mine. when it is on the shaft it is snug, but not so snug that it doesn't move. That piece is brass, and it goes between the weights and the thrust washer to the fork. Some play won't hurt, but alot could cause binding and be stuck wide open. If is too terribly sloppy and can't get one thru Case IH, A machine shop can easily make one out of brass. It's a very simple piece. Just make sure you take them the gov shaft so they get the ID of the bushing right.
