The flow divider valve is located below the TA dump valve. the orifice is in the port with the 5/8 head plug below the flow divider. If the valve is stuck you will need to remove the inner and outer plates to pry out the valve..

IH manuals say that you must replace the MCV if the flow divider is scored, no service parts available. It appears to me that excess leakage between the spool and will only cause the spool to travel a smaller distance to compensate for leakage. I have polished many spools and housings to free them up and have never had a problem with any of them. If the tractor was in warranty I replaced the MCV otherwise I just repaired them.

If nothing works look for a worn out spline or sheared rivets on the rear of the clutch pressure plate assembly. Worn splines are noisy for a little while when the first fail but will become less noticeable as the get worn down from slipping. Sheared rivets generally make no noise. As long as you have the MCV off you can try turning the pump drive gear on the lower shaft. It should only turn with the engine.

If everything is OK mechanically you most likely have a suction leak between the clutch housing and the rear frame. A worn pump may not be able to pump air fast enough to overcome the air in the system. You can work around the suction leak by running the system about five gallons over the full mark.

Put a pump in it.
