This was one of the early tractors to have the wheels slide in and out on the axles. It wasn't the first (Oliver HP Row-Crop might have been the first, but I don't have any way to verify that). With the hubs IN and the wheels all the way out, there would probably be a certain amount of strain on the axles if a heavy load were pulled. However, these were VERY sturdy axles, and I imagine they were more than strong enough to handle any load the tractor could pull(I worked several F-12s for probably 15 years all told, and I can testify that they were really built strong).
I don't have access to any pictures at the moment, but the two pictures of both the F-12 and the F-14 on steel, in Wendel's Nebraska Tractor Tests, show the tractors with the hubs OUT. I am pretty sure I have seen these pictures in IHC brochures from the 30s. In this configuration, the wheels could probably give a very narrow tread if necessary, because the supports to the spokes have a bit of a "dish" to them. With the hubs out, you would probably still have a good range of adjustments for various row crops.
