H high idle speed

I've just installed a new manifold on a 1945 H. Since then, I have not been able to control the idle speed. The engine races at almost top speed regardless of the speed lever setting. I've read a lot about this issue on this forum but still have not solved my problem. Here's what I've done:
As I reinstalled the carb, I made sure the governor throttle shaft fit into the carb. I lowered the carb off the manifold to make sure the butterfly moves when I move the speed control lever.
I retightened the manifold bolts. I've looked at the governor adj screws and springs. All seems to be per the manual.
Everything moves freely in the gov. and throttle shaft area.
At one point, I could tap on the gov. throttle shaft and the eng.speed would drop. Then it would creep right back up again. Now, after removing the carb several times to check things, even the tapping won't lower the speed. I've disassembled the carb, soaked parts and put it back together. No change. The engine starts and runs great - just the idle speed.
If I turn the idle throttle stop screw in, the speed will increase slightly. I back it off almost all the way and the speed drops a bit but still very high.
I believe I did something as I lowered the carb the first time off the old manifold - but I can't see what. This engine ran great before I "fixed" it with the new manifold.
Any ideas?

I had the same problem take the vent tube plate off the top of the governor and remove the pin from the clevis start it up and move the throttle shaft by hand if it will idle down check the tube for alignment or crud in tube or on shaft if moving by hand does nothing then the shaft tang is not between the 2 ears at carb or 1 is broke off.

When you lowered the carb to check it, you could have broken off one of the ears of the throttle shaft assembly. The original ones were metal. New replacements are plastic. Get the carb off again, check that both ears are in place. Check the screw that adjusts the trottle plate is just pushing the plate off the bore a tiny bit. Then reassemble, just insure your governor shaft is at the same position as the ceter of thethrottle shaft "ears". No air leak is going to cause a wide open throttle when you have the lever all down.

I think you did not get the butterfly rod to the governor back into the carb correctly..there was nothing wrong with the governors before so....its gotta be that link..not a big deal, pull it off and have a look

I believe one of two issues may be involved.

Either the throttle plate is not centered in the bore and hanging up on something, or the governor tang and slot connecting the carb to shaft is actually not in the groove. Loosen the screws holding the throttle plate just a little and center the plate in its bore at Idle. (Idle sped screw turned out to allow it to touch the bore.

The tang and slot can be seen by removing the two bolts holding it to the carb, and peek inside. JimN

in my honest opinion it sounds like an air leak but its jsut something to check check your seals
