If you don't have 2 way hyd, the down port on the cylinder needs a vent on it. Saginaw usually sells them that way. Something as heavy as a blade should drop like a rock.

I put a saginaw 3pt on my 400 I don't have down pressure? The cylinders are 2 way but my hydralics aren't.

400 hydraulics can be set to be one-way or two-way. Procedure is in the manual.

Yep,

Sounds like you're using one-way hydraulics with those two-way cylinders. You're fighting against compressed air on the "down" side.

Get a spool valve and set it up for two-way hydraulics.
