I have the 2nd new muffler on my H 1st muffler bought from Yesterdays Tractor, 2nd bought from Stiener. Both rusted just above he top of the muffler were the exhaust pipe is welded on and they rust up exhaust pipe about 2". Both mufflers rusted within 6 months. I ride the old H about 1 to 2 hours every week. Any Ideas what is causing this to happen?

So replaced the muffler due to surface rust? It wasn't rusted through?

A rusty muffler is a fact of life unless you go stainless.

1st one rusted trough, 2nd one has not rusted trough yet. Tractor is stored indoors and I had a fellow tell me that the rust was from heat due to unburned fuel. Never heard of this so I thought I would ask.

High heat will oxidize aluminum coatings on steel mufflers. It is just exhaust heat, and that is not sttributable to unburned fuel any mre than on most systems. The outside is just subjected to heat and oxygen in air. Less expensive plating, and easily rusted steel both contribute. Stainless steel is too shiny to look stock, but they are decorative. JimN

If this is a serious question, THINK you have plain steel with cheap paint to keep it pretty on the shelf, you heat it up burn the paint off expose bare metal to oxygen and moisture (humidity) and rust happens. If you want it pretty spend BIG bucks on a stainless muffler. My rusted muffler is going on its fourth year.
