Limits of TO30 rpm

does anyone know the upper and lower limits of the TO30 rpm. i am running an alternator that does not really start charging until 2000 rpm and am considering reducing the pulley size to increase rpm, but don't know what the current state is? thanks.

Idle speed should be set to 400RPM. Maximum RPM is 2,200 ( limited by governor). PTO RPM is 540 at approx. 1,500 engine RPM (2/3 throttle).
