3 PT works ok but if the lever is not held in the down position it goes back to the top, keeping the lift in the up position all the time. Feels like a spring on the lever making it go to the up position. Any ideas, thanks.

The lever is supposed to stay in place just by friction (rubber disc, #20 in the picture), and you're right, there is a spring inside (not in the picture) that pulls it up.
Right where the lever pivots there is a nut (#22) that needs to be tightened.
