Rear axles on TO-20

The rear axle seals were leaking on both sides of my 51'TO-20. I removed the rear axles and took them to a MF dealer. They replaced the seals, bearings, studs, etc. ($421.00 ouch!) Now I have run into dufficulty reinstalling the axles. I can install either one of the axles, and it goes in fine. But when I try to install the second axle, it seems to bump into the end of the first axle, and I still have about a quarter of an inch to go befor the axle retainer can butt up against the housing assembly. I used the same shims that were on there before. Am I forgetting to do something, or could the new parts installed by MF be different from the original ones? Any suggestions would be greatly appreciated.

Assuming all else is fine, adding shims to obtain the proper axle spacing, per the repair manual, is the correct procedure.
