The pto must be engaged, as the it is the pto shaft that drives the hydraulic pump that lifts the arms.
There is a lever on the lower left - step on the clutch and move it back to engage the pto. It will only turn when the clutch is released.

Jim W has the right of it. Engage the PTO. If the arms do not come up try these two things next. Do some work in the yard drag some things around ect get the fluids good and warm. Try again. If this doesn't work, check all the fluids look for evidence of water(there is no reason you can't do this first) Water intrusion will not help it work. If the fluid is suspect you'll need to change it out. 7.5 gals or there abouts. By the way everything aft of the engine is open and it will take individually three seperate drains to get it all out. I know I left out all the things you specifically wanted to know. This did work for me. I recommend you try this before taking anything apart. p.s. I bought differential fluid from my local New Holland dealer and it worked fine last year and this winter. I live in upstate NY.

Thanks gentlemen. I have made sure the PTO is engaged and still no response. I know that a complete service was undertaken prior to my purchase so presume the oil is OK. The previous owner assures me they were working before delivery (which, by the way, entailed a trip on the back of a trailer of 500km so maybe some dirt or the like has come loose). I will try Rays suggestion of doing some work to get the oil warm and see if this works.

You must have a TE 30.
PTO engaged (Lever on side of transmission).
Transmission in Netural.
Clutch out.
Look at the PTO output shaft. If it is turning then the PTO is engaged.
Raise control UP (Right side of seat when sitting on the tractor).

These tractors must be running and the PTO turning in order for the lift to operate.

I bought a TE 20 about 15 years ago that the lift did not operate properly. It would raise a load. But as soon as the clutch was pushed it stopped the PTO pump and the load would lower.

The problem turned out to be the cyclinder had a badly worn groove in the bottom of it and could not hold under a load due to the bypassing fuild. A new piston and pump cylinder fixxed the problem.

I was surpised that the pump had not been damaged for the oil was full of grit that made the oil feel like rough sand paper.
