TO-30 Throttle Question

The throttle on my TO-30 has become very sensitive. By sensitive I mean that the difference from idle to full throttle when using the throttle lever is about 1".

So if idle on the lever is at the 1:00 position, I'm at full throttle at the 2:00 position (or so). I've noticed that a couple of the links - especially the link between the throttle rod abd the governor lever - are *very* sloppy. Could this be the cause of both my throttle problem and the surging I'm experiencing?

Yes - follow the instructions on set up of the governor/throttle linkage as laid out in a good manual - the setting is very sensitive and you need to take your time over it.
