I am rebuilding the engine in my TO-20 and have a complete engine rebuild kit and a new crank. I checked the cam and it looks like everything is still within specs, the lobes are worn on the flat sides all the way through the hardened layer. Has anyone had any experience with these cams and if so, what would be a definite reason to replace short of a crack.

I haven't had any experience specifically with these cams but in general if it is in fact worn through the hardened surface I would replace it. Once the surface hardening is gone, wear will be accelerated and that will be in the form of metal particles in the engine. Granted thats what oil filters are for but with all the effort and money you have in it now I wouldn't cut corners. If you are not sure about its condition, have it checked, you may save some money. Also in automotive use the general rule is new cam, new lifters. So you may want to check with someone on that.
