I have a problem with my carb on my TO-20. I have tinkered with all the sets and don't have a clue. Of course, I am not a mechanic by any stretch. What happens is that when I start the tractor I of course choke it. Then I have to rig the choke somewhere around half choke to keep it running. Any suggestions? I have rebuilt the carb.

As John says, it's not getting enough fuel. Or alternatively, it's getting too much air. You could have an air leak somewhere. Remember, the idle mixture screw controls air, not fuel.

Read this excellent article on carbs from the articles section under research and info. to left.

Pulling and cleaning these carbs is simple. You may just need to read just the jet screws. The procedure is included.

If you have to do that its not getting enough fuel. Here are the basic settings for you to try, if they still don't work mail again. Main Jet 1-1/8 turns open....slow running jet 2-1/2 turns open
