Check to make sure that you have fuel going to the carburetor in sufficient quantity. With the tank valve at the sediment bowl open and a big coffee can in hand, remove the bolt on the bottom of the carburetor. Fuel should come out of there like a cow peein' on a flat rock. If it doesn't, check the fuel filters;there's one in the fuel line elbow at the carb and one above the sediment bowl at the tank. If it does come out in copius quantities suspect float level in the carb or clogged jet, etc. But before you take the carb off, check to make sure that you don't have a clogged air filter. Remove the rubber hose connection between the airfilter tube and the carb so that the carb is supplied with air that doesn't come from the filter. Start the tractor and see if you have the same problem. If the problem goes away, remove the airfilter and clean it thoroughly.
Before doing any thing to the carb check the ignition system to make sure that you have a nice hot bluish spark and check the timing at idle to make sure it is per the spec. Also check the advance mechanism by advancing the throttle the timing should also advance. If any of these things don't check out, make sure you correct them and try the tractor out again. It's important to do these things systematically and check after each change or adjustment to see if you have fixed the problem. You can then nail down what has caused the lack of power.
hope this helps you.
