First, run a compression test. The correct method is to shut off gas, remove all spark plugs, and open throttle completely before testing. Then test each cylinder as is; next squirt a teaspoon of oil in each cylinder and test again to get an idea of the condition of the rings. All cylinder test results should be withing 10% of each other, the actual pressure is secondary. Spark plugs fire best under pressure, if #4 is quite low or zero due to a valve stuck open, the plug will not fire as reliably.

It appears #3 cyl is a concern, however you said #4 cyl is where you have determined the miss is occuring. What was the result of switching #3-4 plugs? Since the dry/wet compression test indicates #4 cyl has good compression the rings are unlikely; that leaves leaking intake valve guides as the probable source of oily sparkplug. Back to #3. Borrow a bore inspection tool from AutoZone and inspect the cylinder walls for scoring, if the walls are smooth with no evidence of scoring, I would leave it alone as long as it doesn't get worse or begin making unusual noises.

Ray's right, if the noise stops when you pull the plug wire... might be a valve problem. Compression test should show that. I recommend switching your wires around and making sure they are in the right firing order. Firing order is 1,3,4,2

Also pull your distributor cap and make sure it is clean inside. If you have disributor bushing wear (like a lot of these old TO's), the rotor will grind into the cap contacts over time and pepper the inside of the cap with fine metal shavings, which makes your TO run like crap after a while.
