Governor?

John (UK) told me a while ago that the reason my throttle seems to have a mind of its own when the PTO is under load is probably the governor.

I'm using a post hole auger right now and the engine doesn't always respond to the throttle control. It will rev slowly then rev higher while drilling without any changes to the throttle lever.

Can anyone tell me how to adjust or otherwise fix the governor? Perhaps you could start by telling me where it is & what it is & what it does. As I've said so many times before, I'm not a mechanic. I rely on this forum for just about everything.

It is in the timing cover on the engine and it keeps the engine running at a steady speed even when it comes under load (Or should do)If you want information you will have to email me so I can send it to you.
