SURGE IN TO 20 TRACTOR--- GOVERNOR?????

I HAVE THIS SURGE EVEN WHEN IT IDLES. COULD IT BE THE GOVERNOR? AM NEW AT THIS. NEED ALL THE INFO I CAN GET.

Could be mixture a bit off that builds up and it starts to stall then the governor yanks the throttle open. That would be more a sign of the idle mixture being off and the run mixture good.

The governor is pretty bullet proof, usually the problem is in the adjustment of the linkages, or the governor adjust set screw on the distributor side of the front timing gear cover. Yeah, you want a manual, there are several linakages, all interconnected, they have to be adjusted in order according to the manual, faily lengthy process.
You can disconnect the linkage from the governor to the carb. to see if your surging stops. Might need to hold the throttle linkage so the carb doesn't fall to full open and overrev your engine. That might help you determine if the surging is related to the linkages/governor, or just the carb itself.

The idle mixture set screw is the small set screw on the carb. The idle mix set screw only impacts the carb up to ~600-800 RPMs, then the power set screw (big one) takes over. If your engine surges above 600-800 RPM's, probably more than just the idle mixture.
Might want to check your fuel flow also. Pull the drain plug under the carb and watch the gas run out for a couple minutes, should drain out real steady and strong, no gurgles or slowdown.
