Bill, The throttle, idle speed, top-end speed, and governor are all connected. You pretty much have to adjust all of them to get them all working with one another. The manual instructions are pretty long and complicated for this whole process, which is probably why no one has given you a quick reply.....However, I found some abreviated instructions out of the I&T manual called "minor adjustments", that may get you through. If this don't work, get yourself a manual and work through the set-by-step. Warm-up engine and adjust the carburator idle and power screws. Disconnect the governor to carb. rod at the carb. Start engine and adjust idle speed stop screw to 400-500 rpm. Reconnect the governor to carb. rod. Back out the governor bumper screw (on timing gear cover). Start engine again, run wide open, should get ~2100 RPM's. If speed is too slow, lossen the "U-Bolt" on the carb shaft and turn it a couple turns and re-attach. Do that until you get 2100 RPMs. With engine at full throttle, turn the governor bumper screw IN until the RPMs just start to increase, then lock it down with the locknut. You can guesstimate your engine RPM by counting the revolutions of the PTO and divide by .36 So 400 RPM idle will be ~145 rpm on the PTO. Hope that helps George
