Do i remove the original seal before I install the Sure Seal or do I install the Sure Seal over the top of the old seal..... Thanks Albert

I'm assuming your talking about a TO-20, I'm not sure if sure seals work on a TO-30. The sure seal just goes over the shaft onto the inside of the hub. The original seal is left in place. Removing the old seal is a giant pain in the behind, requires drilling out a shrink fit collar, pressing out the bearings, etc. The magic of the sure seal is you don't do all that. You will need to pack the bearing with grease before installing the sure seal. Once the sure seal is on, the bearing will no longer get lube oil from the axle housing.
I attached a link to a SUPER web site with pictures for removing old sure seals and installing new original outer seals on a TEA-20, from one of the guys on this forum. Far as I can see, it's pretty much the same job as a TO-20. It's not exactly what your talking about, but has good pictures of what the sure seals look like when installed.

Looking at my pulled axel shaft ,I don't see how I can pack the bearings without removing the original seal.I must be missing something some where...When I put the sure seal over the original seal do I have to tap the seal down real tight so I don't have that added space when I rein-stall the axel shaft in the tractor..Thanks Again Albert

Albert, pack the grease best you can, since your not dealing with a high speed situation, like a car bearing, you should be fine. Carefully beat the seal down into the hub until it looks right to you, it won't be flush with the hub, that picture in that link above is a great example of what it should look like. It should be a tight fit, you don't want it backing out when you re-install the axle. Check your axle shaft where the new sure seal lip will be riding to make sure there are no gouges, scratches, burrs, etc. Might want to run some steel wool or really fine sandpaper around that portion of the shaft to make sure you get a good seal. When I did my last tractor... about 6 years ago, I had trouble getting the seal started. I took my dremel and chamfered the edge of the sure seal, and ran some sandpaper around the inside of the hub to clean it up real good, greased 'er up, used a block of wood and a big hammer to help it along. I've heard of guys using a big piece of PVC pipe over the shaft and beating on the pipe to press the seal in evenly. George
