I have a '56 TO35. I noticed that it was dripping fuel from around the fuel shut off valve under the sediment bowl. It only leaked when I shut it off. Does it cause any problems to leave the valve turn open?

Doesn't cause problems to leave it on unless the carb is prone to leaking but it is always better to turn the fuel off though just in case the carb. does leak.

Would a leaky carb be visible from a quick external inspection? i.e. would I notice it leaking?

You would see it dripping underneath the carb. Try wiping your hand underneath the carb. it will be wet if it is leaking at all.
