When I try and lift the bush hog, I have to have the PTO engaged this doesn't make sense why would you not be able to lift the implement without it turning?

The pump is driven by the PTO shaft. Practacly all tractors were built this way until the mid 1950"s. Then they started using verious versions of live PTO or indepedent PTO. I hope you are using a overrideing adapter coupler in that PTO shaft so that that Brush Hog doesn"t push your tractor into a ditch or new 5 barb wire fence or something. The blades get to spinng and they have considereable flywheel action. With the override clutch the tractor will stop as soon as you push the clutch, without it the tractor continues to move until the blades can stop. This can cause a very bad situation.

I know what you mean about trying to raise the hog without getting those blades spinning. I sometimes will unhook the PTO, like for trailering.
I am still unsure of the terms LIVE and INDEPENDENT PTO. My TO-30, is it a live PTO? What is it called where you can lift the 3 point without the PTO turning?

NO your tractor isn't live pto. live pto means that the pto is driven independently of the wheel drive....so you can stop the wheels being driven and the pto will still keep driving.
then you have live hydraulics too, most tractors with live pto have live hydraulics....so you can use the hydraulics without the pto driving...unlike your tractor....dont forget that your tractor was designed in the 1930's and they never thought they would need things like that then....all it was supposed to do was pull a plow

No you don't have independent PTO, that only came in with the TO35 and FE35
