lift on TO 20

I have a TO 20 Harry Ferguson & the lift is mostly all the way down or all the way up ,is this normal or is it I'm not use to it yet ,my MF 35 you can play with the lift lever & it you can control it about an inch at a time

In addition to what Phil has rightly said, just check that the Control Spring doesn't have a lot of play in it, with an implement lifted you should just be able to turn the spring, if there is a lot of play say more than 1/8" it could cause symptoms like you have, so check that and the control quadrant too, the lift should hold with the lever 2-1/2" down the quadrant from the top. The Control Spring and the Quadrant settings are the two most neglected items on the hydraulic system, yet they are easy to do (usually) and make a lot of difference.
Does the hydraulic hold at all if you have something on the lift when you press the clutch pedal or does it drop, if it does drop again it will cause symptoms like you have as that would be a leak.

the lift holds good just when you lower the lever it goes all the way down & when you raise the lever it"s all the way up ,just seams there is no between

It wont hold easily at any given point in the lever movement on the quadrant, this is because it doesn't have Position Control but you should be able to find a "dead" spot where the lever causes it to neither lift nor lower, this is providing the Control Spring behind the seat is adjusted correctly and the quadrant is too, both of these items need to be checked before you do anything drastic to the hydraulic system, once you know these are ok then you can look elsewhere for the fault. So many times these two items have been totally disregarded and the hydraulics have been stripped down and of course no fault can be found because there isn't one, it all comes back to adjustment. This is normal for the TO-20 and TO-30. There is a device you can buy, the most prominent version is called the Zane Thang, that will give you position control similar to the performance of the 35. You can search the archives for Zane Thang. It is manufactured and sold by Zane Sherman, Talledega, AL. You can often find him on the Ford 8N/9N board. You can make your own device like Zane's, but his is pretty reasonable at $90 delivered (last time I checked).
