John, good day.
Any comments, when running at operational RPM the accelerator lever slowly moves upwards and thus a gradual lower RPM unless the lever is held by the fingers. (TED20)
Is there an adjustment?
Do you know what the maximum / operational RPM is?
PS, We discussed the tapping for the temp bulb sender, it's 5/8" UNF x 18TPI, the oil sender tapping is 3/8" UNC x 16TPI.

John,
If I understand correct the extra tension on the shaft by compressing the spring prevents the accelerator lever from moving more easily. The new gasket would also assist in increasing the friction.
Iam I on the correct track?

Yes you are on the right track, it needs something to rub on to cause some friction so there is the pad at the back of the round plate on the end of the throttle rod between it and the dash panel lower plate, the spring loads the disc up with pressure to cause more friction.It may be that the friction disc you have now is ok, just try to adjust the spring first and test it, if it still slips then you have to replace the friction disc.

Thanks for that info Allan. The adjustment for the throttle lever is at the back of the Air Filter, you can do the adjustment without removing this but if you feel you cant get at it properly then remove it. You will need to slacken the clamp on the long rod and it needs to be pushed back towards the drivers seat, when you do this, the long rod that the clamp fits to will no doubt slide back with it, so look under the dash panel and you will see the round plate on the end of this rod, just tap it back in place right up to the dash panel and then tighten the clamp and it should be ok. If you find the lever does still creep closed then you will have to replace the friction material in front of the round plate on the rod. To do this you will need to detach the governor linkage from the rod at the front of the fuel tank, just slacken the nuts on the clamp and allow it to slide off as you pull the rod back out, clean the rod up with some emery tape so it will easily slide through the thermostat housing, you will also need to detach the throttle rod from the lever on the dash that is attached to the round plate. Friction material you can make up something from rubber or thick canvas etc. but you will need the information on how to reset the governor linkage, if you do mail me at:- fergusontractors(at)tiscali.co.uk I will send it.
To get at the nut on the clamp at the back of the air filter I used to use a speed brace with a socket and lever off the air filter to tighten the spring with a small ring spanner for the other end of the bolt. The maximum governed no load speed of the engine is 2,200 rpm, the idle should be 450-500 rpm. To check the engine speed with a tachometer use the PTO which should be 800rpm at 2200 engine rpm

fibre friction washer on throttle linkage (infront of your right knee) either needs adjusting or replacing.
no load max revs 2200rpm.
