When I loosen the distributor clamp to adjust the timing, the distributor pops up. Does this mean that there is a problem with the distributor shaft, or???

The distributor is driven by a skew gear that will lift the distributor up if it is slack on the clamp. Do you mean as soon as you slacken the clamp it pops up or if you turn the engine it does that. There are occasions when the distributor will lift out of the block and that is usually due to the nut on the front end of the camshaft coming loose and the camshaft is floating in and out of the block slightly.

My TE-20 did that. The cause was the governor had the fly weights broke off and I assume that loosen the governor nut. I put a new Novi governor on and I have not had a problem since.

It's also quite possible the nut came loose (as they do) and caused the problem with the governor. We have always use the flyweight governor in the UK from quite early on, in fact we were told to take the ball type off them for some reason, but its all so long ago I don't remember why that was now.
