TO35 Hydraulic lift levers

Can anyone tell me how the two hydraulic control levers are supposed to work together? My I&T manual describes a calibration procedure but doesn't explain how or why the two levers exist.
The "Position Control Lever", is the one which I assumed would be used to lift the implement up or down, . However, the "Draft Control Lever" will also raise and lower the hydraulics. The "Draft lever" also seems to limit how the other one works and vice versa. So what is the "Draft Control Lever" and how is it used?

The draft lever controls the depth of any ground penetrating implement, the position control is used to lift the implement. That's it very basically, but there is a lot more to it than that.
