Is there a hitch assembly that bolts on under the PTO on a TO20? Would it be heavy enough for Tractor pulling?

Yes and Yes... Available many places... search for "swinging drawbar"... but..

Issues concerning tractor pulling:

Length: Depending upon your class/rules, allowable length might be as short as 18" (from the axle centerline) or as long as 24". YOu may have to drill holes in drawbar to shorten and/or add length to get the optimum length.

Height: Height might not be optimum without having the drawbar modified (bent up) or make a new one. Heights are usually 16", 18" or 20" max. from the ground depending upon rules. Again, might need drawbar mods to get optimum.

Flexibility: If you ever get serious about pulling, then flexibility will be an issue. The aftermarket drawbar will flex downward somewhat decreasing the hitch height... YOu can make a new one thicker and wider ...

If you are pulling in divisions/clubs that allow custom pulling hitches, they are made rigid and adjustable.... often with turnbuckle-like adjusters...

Ocasionally there is a club/class that will allow only "stock" hitches (meaning what was available from the factory), in which case there is not much available... just the long swinging (rolling/sliding)drawbar over the long 9/11 hole bar in the lift arms... unless you can find a funky old (rare) original (see below).. there were many types of aftermarket hitches sold for this tractor, even Sears had one...

I have a flat hitch on my TO-20 that bolts on the bottom. I don't know whether this would be suitable for tractor pulling. It seems to me that it should but we'd better get a more knowledgeable answer.
