It will be the Control Valve stuck due to hitting that obstruction, it has gone further than it usually does and stuck. Also check that the Plunger through the centre of the Control Spring isn't bent and jamming, this would cause the Valve to stick in the drop position too. Take off one of the round side covers under the seat and you will see the Control Fork hanging down from the top of the Cover the seat fits to, move the legs of the Fork gently back and forward with the Control Lever in the raised position. If the valve frees up the Fork will move right up to the back of the Hydraulic Pump, as it is now it will be away from it towards the rear axle.

there is no tension on control spring i can turn it freely.control arms move very little i can move them towards the back which puts tension on the spring inside. control arm is pretty much straight up and down. at the pivot point in the middle should it rotate back and foward or only one way?

also it looks like the control spring is a little crooked, pointing more to one side.

Is the lift actually stuck or just won't lift?
Suggest removing blade and see if you can manually raise the lift arms

i removed back blade and can manually lift arms. the 3point would always lower within a few min of shutting it off. going by the serial num it's a TO30.
