I just bought a To 30 about a month ago. It worked great when I bought it. Started on the first try and ran wonderfully. I noticed that the in-line fuel filter, which was added to the tractor at a later date, was becoming saturated. So I pulled it off and replaced it. I also noticed that the oil in the air filter was over filled so I replaced the oil. Now it will start with the choke, but when I throttle up on it she stops. I can see that the in-line fuel filter is running empty, but was full to begin with. I already took apart the sediment catch and cleaned everything, replaced the fuel lines, and cleaned the carb. The only thing I can think is that I am clogged at the gas tank before the sediment catch. Any other ideas?

Okay I got the filter to fill with gas and it ran fine for a little while, but I still have air slowly leaking in. Is there any way to tell where the air is coming from? Earlier you said if it fills up by opening the upper clamp then the air leak is below the filter, but I can’t see where it would be coming from. Could I get air coming back out of the carb? I am pretty sure that the fuel intake port is tight on my carb, and I tightened all the camps. Just don't know where the air is coming from.

Suggest you open the fuel line above the in-line
filter and allow the air to escape, if the filter will then fill back up with gas it means that air is being sucked into the fuel line below the in-line filter. I have that condition on mine.

I don't mean to sound dumb, but when you say open the fuel line "above" the in-line filter do you mean before the line goes into the carb or before the line comes from the sediment catch? I think you mean before the carb. Cause I can un-tighten the line where it is connected at the carb and fuel will start to flow into the filter.

Assuming your in-line filter is somewhat like mine, its an after market clear plastic and a short piece of the gas line has been cut out, and the filter installed there with short chuncks of hose and held in place with hose clamps. If it is loosen the upper hose clamp between the gas tank and the filter enough that
gas and air can escape and the filter should fill up with gas as the air escapes. If it doesn't you have a blockage either in the line above the filter or in the shutoff/sediment bowl

That is exactly how mine is setup! Thanks for the advice. Do you know if there is a way to seal the line if that is what is happening, or do you just keep emptying the air out of the line? Do you just tighten the clamps?
