Starter Test?

Tried to start my T0-30 today and got sparks and a big puff of electrical smoke. I was on the right side of the tractor and didn't see where the the smoke came from but the starter isn't working. I checked it with jumper cables and its sparking at the terminal. I took the starter apart, nothing obvious, no shorts, checked it with multimeter and the terminal post isn't grounded to the body, brushes look fine.
Is there any way to test the windings?
How do I test/troubleshoot the starter?

If you put a jumper cable directly to the starter and it didn't turn, that's not a good sign. Some times the commutator is dirty and can be cleaned with a special stone while you rotate the shaft. In a pinch you can use sand paper to remove the glaze. You can check the fiel windings for reistance but I don't know what a good value is. Likewize you can check the armature. You can take it into a auto electric place that specializes in starters and alternators and they can check it out for you. They usuually don't charge you to check it out.

check your starter solenoid, thats what burns up most of the time
