Bear with me please, I'm an Oliver man...The brakes don't work very good and i think the rear shoes might be oil soaked. Can you change the rear axle seals without pulling the axle out? can the shoes be dried or are they junk? (previous owner said he changed them a few years ago) Is the hood supposed to flip all the way up??? Thank's for any help....

On the inside of the hood side panel, near the pivot bolts there is a heavy gauge tab bent at a right angle on each side to hold the hood from tipping all the way forward. If the hood has been opened hard it will bend these tabs out straight and therefore let the hood tip.
I dried the drums and brake shoes out on my TO-30 by 1st cleaning them as good as possible with brake cleaner. I then reassembled and set the brake shoe tight and took it for a drive. In about 10 miles the paint burned off the brake drum and it started squeaking. I backed off the brake shoe setting and it's been working fine since. Oh, I fixed the leak by using a Speedy Sleeve and new seal. You can buy the Speedy Sleeve at NAPA. Instructions are included.

The TO-35 had a few metal modifications during it's long production run, however, on the older ones, there is a center access panel in the hood that allows access to radiator and gas tank. The hood only tilts forward enough to get at the battery.

Hi 770. There some things called "Sure Seals" that will fix a leak. I think the shaft will need to be pulled. Search them out for more info.
My left brake was oil soaked, so I took the wheel off, then the drum, and cleaned everything up with brake cleaner from a spray can. It worked well.
I have read here that if you have leakage at the seals or the front of the tranny, lower the oil level so it just dribbles out of the bottom bolt hole (6 o'clock position) on the plate that holds the dipstick on the right side of the tranny under the seat. It will be low on the stick but still adequate.
The hood should tilt quite far forward.
