TO-20 3 point problem still

Thanks for all of the previous advice. However the lift arms are still "bouncing". That is they go to the highest position and then fall down and then start up again.

The lift cylinder is not leaking or cracked (just a few small drips). And I have adjusted the control spring and quadrant.

Any new suggestions? Could it be related to the spring that that is attached to the control fork. I noticed that this spring does not have a lot of tension on it and the control fork moves a lot at the moment when the lift arms reach the fully up position.

The Control Fork is supposed to move when the lift arms get to the top due to the piston coming out of the Ram Cylinder and pushing on the Control Fork, this is what moves the Control Valve to a neutral position otherwise it would keep pumping. Have you checked the Safety Valve or the Check Valve isn't leaking like I said in the Service Bulletins I sent you, have you checked the Max. pressure in the system, it should be 2000psi. When you press the clutch pedal does it drop all the way to the ground? If it does then there is a leak. when it drops it is as the Pump shuts off from your description, which again means a leak. This does not tie in with what you said at first, the description you gave then was that it was a control fault. Look at the safety valve that could be where the problem is if as you say you cant find any leaks.
