A friend of mine purchased a Fergy from a family member with the knowledge of it having the problem of when the clutch is engaged, the three point hitch stays up. When the clutch is disenguaged, the implement falls to the ground. If it is to involved to repair it, he is thinking about selling it. Is this strictly a pump problem? And does the tractor have to be split to repair this

You do know that the Ferguson TO/TE-20 and the TO-30 do not have live hydraulics. The pump is only driven when the engine is connected to the transmission, i.e. when the clutch is engaged and the lever on the left side under the seat is engaged. The implement should not fall to the ground immediately, however it should "drift down" relatively slowly. If it falls immediately, then there is probably a leak in the system, most likely the cylinder is leaking.

If the implement falls to the ground after at least a minute or longer, I would not bother with a rebuild. If it falls immediately, that's another matter.

It is normal for the implement to drift down after a while.

If it is lifting it doesn't appear to be a Pump problem it would appear that you have a leak on the system, this could be in the Top on the Ram cylinder or a gasket in the bottom or maybe the Check Valve. You wouldn't have to split the tractor but you may have to take off the Top Cover or drop the Pump out, depending on what and where it is. Don't take this as gospel, as I'm no expert, but it sounds ike the pump is working just fine if it raises the arms when the clutch is out. It probably is not a "live" hydraulic tractor and the pump only works when the clutch is out. Sounds to me to be more like a valve problem. What happens when you have the clutch out and you move the selector arm that raises the three point?
